RECOMMENDATION:
Approve the Purchase of an ECA550 Environmental Coatings Applicator from LSC Environmental Products, LLC in the Amount of $44,029.00
SUMMARY STATEMENT:
While researching alternative trash cover for the landfill the Solid Waste department has identified this tool as a viable technology that will have an immediate positive impact on landfill operations as well as significant long term advantages.
This Environmental Coatings Applicator from LSC Environmental Products will allow landfill personnel to spray a ¼ inch thick shell on the exposed trash versus a 6 inch thick layer of gravel required for daily cover by the ADEC Solid Waste Permit. Once the desired height of the compacted trash is reached after using the sprayed-on shell at the end of each work day then a 6 to 12 inch layer of gravel would be applied to separate the lifts of compacted trash. The result of using this process will be up to 2 feet of airspace saved over the entire working area in just one work week. When expanding this process to the footprint of the entire cell the resulting savings in airspace would add years to the life expectancy of the landfill. By lengthening the lifespan of the landfill it also allows more time for the development of emerging technologies that the City can use to further reduce the size of our waste stream and it pushes off the very expensive development of a new landfill cell. Once this process is put in use more accurate estimates of both short and long term savings will be calculated and included in the department report.
The product that makes up the sprayed-on shell is non-toxic and environmentally friendly and is designed to protect against fires, odors, blowing litter, and scavenging by birds and other animals. The Solid Waste Department applied for permission from the ADEC to use this product and has recently received specific written permission to use this process for their daily cover material.
Due to discovery of this product later in the year and the time needed to research the product, as well as apply for ADEC approval, Public Works was not able to include this purchase in their 2022 budget request. The decision to bring this purchase to Council now was brought on due to availability of funds remaining in the 2021 Solid Waste Budget and the possibility of being able to implement this new process as soon as possible. If this purchase is approved by Council the Finance Department will transfer the funds from the 2021 Solid Waste Budget into the Major Equipment Reserve Fund enabling the purchase right away.
This price includes on-site training and shipping to Valdez.
Procurement code authorizes the City Manager signing authority up to $100,000 on budgeted line items. This purchase was not specifically called out in the 2021 budget but is a good use of unspent funds prior to 2022.
