SUMMARY STATEMENT:
Council Strategic Planning Work Session- The date for the Council Strategic Planning Work Session has been set for Saturday, July 16, 2022. Staff’s primary goal is have a discussion on creating a Resolution setting the parameters for the 2023 budget that at a minimum covers the following topics:
-Debt Service Projections and Cash Flows.
-Mill Levy.
-Employee COLA/FTEs.
-Major Projects in 2023.
-Use of Permanent Fund 1.5%.
The 2023 budget will be the major topic staff is looking for guidance on at the Council Strategic Planning Work Session. Under the category of major projects future Ports and Harbor improvements are a priority for staff understanding Council’s level of interest in pursuing grant funding for the Ports and Harbor.
Additionally, Council has previously requested additional discussion about Planning Department updating of Title 17 and the Building Code. The Planning Director is currently developing a proposal for the updating of Title 17 and is working with a contractor for setting processes for building inspections within the department.
Attempting to cover parameters for the 2023 Budget, discussing Ports and Harbor major projects, and potential Planning Department future goals will require a 9am-4pm time frame for scheduling on Saturday the 16th of July. The positive side of focusing on these topics and departments is that the Budget, Ports and Harbor, and Planning will have immediate follow-ups at August and September Council Meeting through the Budget process and departmental reports.
If there are other topics Council wants to consider for the Strategic Planning Work Session those things can be discussed at the Council meeting or over the next few weeks.
PROJECTS- Due to some supply delays and a heavy snow season some projects have beendelayed in implementation. Also, the Sewer Force Main Project and the Harbor H-K Dock Replacement will continue in design and possibly be bid in 2022, but will be slated for construction in 2023.
The projects directly impacting housing are East Hanagita, which is connected to Valdez Senior Housing Associates, LLC project and the Whalen Street Project, which is necessary for most of the St. Patrick Subdivision future development. Both East Hanagita and Whalen Street projects are scheduled to begin this summer.
The three Housing projects the City has been discussing with developers are still being proposed for 2023 for starting construction of dwelling units, including the Valdez Senior Housing Associates project, St. Patrick Subdivision, and Chugach Corporation multi-use project.
Design projects related to the elementary school and high school are underway and various roof repairs to City buildings are ongoing.
The PowerPoint that has been provided the previous two summers will be presented in July, however, major streets projects and major building projects like the Fire Station will not be as prominent.
STELLAR GROUP- The Stellar Group has initiated their work on the childcare/early childhood learning assessment in Valdez.
PRCS DIRECTOR IN-PERSON INTERVIEW. A candidate is slated to be interviewed in person for the PRCS Director position. The candidate will be visiting Valdez June 8-10. PRSC staff will be able to meet with the individual as well as other Directors, the City Manager, and HR Director.
