SUMMARY STATEMENT:

Based on survey feedback and subsequent discussion the task force will be asked to make a recommendation to City Council on management structure.

At the meeting of March 4, 2026, a motion was made to recommend a quasi-public corporation as the preferred management structure for a future destination marketing organization with a desire to ensure that the organization was still managed and controlled by members.

The members discussed different aspects of what city oversight could look like and potential concerns. Members requested additional information related to options for oversight used by other organization and clarification on what being a component unit of the city would entail in terms of city control.

The task force moved to postpone this item to their next regular meeting of March 18, 2026.

Attached is an explanation from Finance Director Jordan Nelson of Governmental Accounting Standards Board requirements for a component unit. Also attached are examples of bylaws, municipal code or management agreements from other jurisdictions.
